要 随着经济社会发展以及城市化的不断推进，越来越多的农民失去了他们赖以 生存的土地，沦落为新的社会弱势群体。被征地农民问题的产生，严重影响我国 社会的稳定，制约我国经济长远发展。而建立被征地农民养老保险制度，以及 对被征地农民养老保险制度目前存在的问题的一些对策和思考，对这些被征地农 民的生活保障和我国城市化进程的良好发展，具有重要的理 和实践意义。目前， 各地政府虽然对被征地农民的安置方式上进行了许多尝试，但是都没有从根本上 解决他们的困难。因此，要想从根本上解决被征地农民所面临的困境，应该尽快 为被征地农民建立养老保险制度。 本文从当前一些地区和地市的被征地农民养老保险的实际情况出发，从被征 地农民的户籍制度、社会养老保险制度、土地征用制度和政府责任等方面深入探 讨当前被征地农民养老保险问题存在的根源。从各地建立养老保险制度的过程中 总结其所取得的成绩以及其存在的不足。最后，从养老保险的模式选择、养老保 险基金的来源和筹集、养老保险基金的运营和监管等问题，提出与现行养老保险 制度相应的基本构想和对策，并阐述相应的配套政策措施。 关键词：被征地农民 养老保险 制度研究 1 Abstract With the development of economic society as well as urbanization, more and more peasants have been losing their dependent lands. As a result, a new social vulnerable group does rise. The existence of expropriated peasants inpacts the stableness of our society and cumbers the development of our economy. Therefore, it is found theoretical and practical meanings to establish a social security system for these expropriated peasants. But now, most places have adopted to currency compensation. All the methods still failed to solve the problems caused by expropriation. So, the only way to solve the problems of expropriation is to establish the p ension insuranse system for those expropriated peasants. This essay begins with discussing the status of the losses of rights and interests in exproprited peasants old aging security,then trying to reveal the reasons related to the problem from household register system,land-expropriation institution,social security systion and government responsibilities,and then taking the experience of establishing the exproprited peasant pension insurance system in some areas as an example and analyse the advantages and disadvantaes of the systems.Finally,based on the anaysis above,the au
