社会学研究 2000 年第 4 期 社会政策的理论与思索 杨 　　　团 　　Abstract : This article tries to understand the various meanings implied in social policies from the angle of social policy practice in its historical development . It will reveal the origin of the definition of social policy as a plan for social action and welfare philoso phy ,and explore the basic contents of the theory of social policy studies in its back ground ,goals ,contents ,nature and belief ,as well as methodology. The paper will demon strate the role of the government ,market and the third sector in deciding the nature of social policy or ,the distribution of social resources through the history of rise , decline and rise again of the third sector in Europe and America during the century. In view of the fact that there is a difference in perception in decisionmaking and the making of a national social policy ,the decision making can only be a process of mutu al adjustment and coordination. The social scientists participating in the process need to strengthen the ability of engaging in the spreading of scientific view and methodology ,to try their best to be coordinators among all forces. 引　　言 社会政策一词为德国人首创 。1873 年 ,德国的一批经济学教授为研究德国当时的社会问 ( 题 ,发起成立 了社会政策学会 。第一个给予社会政策 以科学概念 的是瓦格纳 Wa gner Adelph) ,1891 年他在发表的一篇论文中提出 ,社会政策是运用立法和行政的手段 , 以争取公 ( 平为 目的 ,清除分配过程中的各种弊害的国家政策 《西方国家法律制度社会政策及立法》, 1998 :165) 。可见 ,社会政策概念从诞生之日起 ,就与社会行政 、社会资源分配有着密不可分的 关系 。 从那时起一个世纪过去了 ,社会政策在适应社会变动的动态发展中 ,不仅形成了独立的研 究领域甚至一门综合性的社会科学学科 ,而且成为近现代政治中的重要部分 。特别是每当社 会政治经济制度发生新的变革时 ,社会政策的重要性就凸现出来 ,其研究和实践受到政府部 门、社会组织的青睐 ,其政策实施受到
