This paper establishes the indexes and system ofw interw heatw eather resources comprehensive assess ment, w hich is based onH ierarchy Analyzing Process and realizes the changes from the qualitative evaluation to quan titative evaluation. And them ethod w as applied in Tang Shan city. The comprehensive w heat w eather resources is a relative bad (G = 27 ), because of the lack of precip itation resources ( G = 0) in w interwheatm idseason and the low er soil hum id ity index ( G= 92), how ever the heat resource ( G = 36 ), w ind speed and sunsh ine resource ( G = 347) is relative high.
