摘 要 进入21世纪以来，中国的社会主义市场经济得到了进一步的发展，而正式 加入世界贸易组织更是为中国经济的增长和企业的发展提供了广阔的市场空间。但是，我们必须清楚地看到，与国际经济一体化相伴随的是更为激烈的市场竞争以及对企业、政府包括个人所提出的更为严峻的挑战。而公共部门作为市场经济主体的一个重要组成部分，其主要部分或核心仍然是政府的管理活动，公共部门在指挥以及引导社会主义市场经济各个主体的发展方向和资源支配方面发挥着不可替代的重要作用，因此，这就需要公共部门提高其绩效管理水平，立足于当代国内外变化着的公共管理的现实，尤其是转型期我国公共管理的现状，研究新情况、新问题和新趋势，拓展公共部门绩效管理的研究范围，转换研究视角，引入新的研究方法，改变原有的理论形态，以便更好地为市场经济条件下以及加入WTO背景下的公共管理实践服务。 估、公共部门绩效管理的现状与问题以及解决的方法和途径等方面浅析我国公共部门绩效管理的问题与对策，旨在为我国公共部门绩效管理提供一个明确的发展方向和思路，使我国公共部门的绩效管理更加合理和完善，以便使其更好的为社会主义现代化建设服务。 关键词：公共部门；绩效管理；问题；对策 1 ABSTRACT Since the beginning of 21st century, China’s socialist market economy developed very fast and deep, and by joining the WTO has offer a broad market space for the growth of Chinese economic and the development of enterprises. However, what should we notice is with the international economic integration there come more intense market competition and more severe challenges which against the enterprise, government and individual. While as a very important part of the market economic system, the public sector still take the government’s management activities as its main component or the core, it plays an important role in directing the development of the socialist market economy and allocating the resources, so this requires public sector improve its performance management level. Based on the changing reality of public management in the contemporary domestic and foreign, especially the reality of public management in our country during the time of reforming, we should consider the new situation, the new problems and the new tendency, expand the research scope of the public sector performance management, converse the research angle, draw in new ways of research, change the original theory form, so as to offer a better practice service to the public management which under the conditions of market economy and WTO background.
