A Study on Qinling ZhongNanshan Highway Tunnel Security Management A Dissertation Submitted for the Degree of Msater Candidate ：Luo Juan Supervisor：Ma Tianshan Chang’an University, Xi’an, China 摘 要 随着公路隧道的不断建成和投入运营，如何管好和用好高速公路隧道，充分发挥它 作为现代化交通基础设施的作用，成为最迫切的问题。但是，公路隧道的运营管理要比 建设管理还要复杂。这是因为公路隧道运营管理在我国完全是一种新事物，因此，研究 公路隧道安全运营管理技术是生产实践的必然要求。 论文首先介绍了国内外公路隧道安全运营管理有关内容的研究现状，阐述了加强公 路隧道安全运营的必要性。总结分析了影响公路隧道交通安全的四个基本要素：用户、 运营管理、隧道基础设施和车辆，结合国内外公路隧道交通事故和火灾事故具体案例和 对公路隧道事故类型危险性的分析结果。提出了秦岭终南山公路隧道安全运营管理研究 的技术路线，制定了相应管理制度、管理办法，在秦岭终南山公路隧道隧道运营管理实 际中得到了应用。在此基础上，论文还根据作者在秦岭终南山公路隧道从建设期到通车 运营八年的工作经验，针对安全运营管理中的不断摸索出的新举措应用或者试验情况， 证实了新举措的可行性和应用前景。最后，提出了今后的研究方向。 关键词：终南山公路隧道 交通事故 火灾事故 应急救援 I Abstract Along with the tunnel construction and constantly put into operation, how to manage and make good use of highway tunnel in modern time becoming the most urgent question. However, the operation and management of highway tunnel is more complex than construction management. This is because highway tunnel operation management in our country is an entirely new things, therefore, the highway tunnel safe operation management technology is the inevitable requirement of production practice. The article firstly introduces Domestic and international the study of highway tunnel safe operation management , Discussion is made on how to st rengthen the necessity of highway tunnel in the safe operation .Analyses influence highway tunnel traffic safety four basic elements: users, operation management, tunnel infrastructure and vehicles, including the incorrect operation driver behavior is the ca
