Study on the Efficiency of Ports and Development of Measures in Coastal Economic Uplifted Zone in Hebei A Dissertation Submitted for the Degree of Master Candidate：Li Duozhi Supervisor：Prof. Wang Jianwei Liu zhonglin Chang’an University, Xi’an, China 摘 要 在我国目前的交通运输体系中，港口发挥着举足轻重的作用，港口是综合运 输体系中的战略节点、也是现代国际贸易和物流的信息中心和增值中心。河北沿 海经济隆起带三大港口作为华北、西北地区重要的出海口和对外开放门户，在促 进京津冀及全国区域协调发展中具有重要战略地位。但由于在沿海经济隆起带港 口功能上相似度较高，腹地交叉重叠，不可避免地存在着内部的竞争，这使得提 高港口效率来满足各方面的要求成为了一项亟待解决的问题。 本文首先从港口规模、港口吞吐量、港口货种的完成情况以及投资建设四个 方面分析了秦皇岛港、唐山港、黄骅港的发展现状，并对各个港口的交通基础设 施情况进行概述，明确各个港口的交通区位，最后结合港口经济腹地的情况，分 析沿海经济隆起带港口发展中存在港口通过能力不足、功能单一，与地方经济发 展之间互动效应不大等方面的问题。其次，通过DEA 模型和Malmquist 全要素 生产指数方法对沿海经济隆起带港口群港口效率从静态和动态两个方面进行计 算，得出沿海经济隆起带港口群的整体效率正朝着良好方向发展，并通过对各个 港口的效率定量化测度，明确了秦皇岛港、唐山港、黄骅港提高港口效率的发展 方向。最后，提出明确港口发展战略地位，加快港口建设，推进港口集疏运体系 建设，加强港口物流建设以及各港口之间的功能联动的沿海经济隆起带港口发展 对策。 关键词：沿海经济隆起带，港口效率，数据包络分析法，Malmquist 全要素 生产率指数，对策建议 I Abstract The port plays a very important role in traffic transportation system in our country. The port is the strategic node in integrated transport system, then is the information center and value-added center of the modern international trade and logistics. The three ports in Coastal Economic Uplifted Zone is important sea-going outlets and opening doors in north and northwest of China, and have the important strategic position to promote the coordinated development of regional in Beijing, Tianjin and Hebei.
