摘 要 随着国内建筑市场对外的完全开放，建筑行业竞争将日益加剧，中国企业将按 照全球化的游戏规则来参与竞争。作为国民经济的支柱产业，我们有必要探讨如何 解决建筑业面对的问题，这对我国建筑业适应世界范围内的竞争，扩大与发展自己 的实力都很有意义。 “入世”对建筑业的冲击是显而易见的，而且我国建筑实力最强的公司与发达 国家的建筑企业相比，规模和实力相对较小。目前影响我国建筑业发展的问题主要 有三个：一是国内建筑市场还处于无序状态；二是国内建筑企业自身发展缓慢；三 是国际市场竞争力不足。只有提高认识，加强市场监管，规范政府、企业的行为， 切实解决好这些问题，才能规范市场，才能积极接建筑业所面对的来自外部的挑战， 从而更好地发挥建筑业在国民经济中的支柱作用。 本文紧紧结合当前我国建筑业所面临的竞争环境，对我国建筑业发展面临的问 题作了深入和系统分析，进而提出了我国建筑业可以采用的对策和措施。政府方面 要做好的准备及对策，包括改革和改善建筑业管理体制、健全和完善建筑业管理的 法规体系、发展和培育行业中介组织、实施符合WTO 规则的保护政策等；企业方面 应做好的准备和对策，包括调整建筑业产业组织形态、增强建筑业技术创新能力、 提高建筑业企业管理和工程管理的水平、提高建筑业从业人员的整体素质等。 关键词： 建筑业 竞争环境 支柱产业 WTO Abstract The Chinese construction industry are facing the serious competition accompany with the market open completely. Our companies of construction industry also have to survive and to expand abiding by the new rules of the global economy. It is necessary for us to have a detail research on the construction industry that is the pillar industry in the national economy on how to solve the problems and how to adapt the competition widely which will help us develop quickly in the world market.
