财政补贴与农业现代化的相关性研究 --------以青岛市农业为例 摘要 农业现代化是指从传统农业用现代工业、现代科学技术和现代经济管理方法武装起来向现代农业转化的过程和手段。我国在入世后,尤其是在2004年以后加快了对农业补贴政策的调整步伐。 青岛市积极贯彻落实中央最新农业补贴政策,加大对农业的支持力度，促进农业增产、农村发展、农民增收。但由于补贴资金总量不足、补贴范围小、补贴结构不尽合理等原因，财政支农资金的使用效率较低，制约了其在促进农业现代化方面积极作用的发挥。 为防止财政补贴和农业现代化发展间的脱节问题，在具体分析青岛市财政补贴和农业现代化现状的基础上，提出完善推进农业现代化发展的财政补贴政策建议，力图达到专款专用，有的放矢的效果，充分发挥农业补贴政策的导向和支持作用，进一步完善我国农业补贴政策体系，推动农业现代化进程。 关键词 农业现代化 财政补贴政策 青岛 Abstract 　 Agricultural modernization refers to the process of transformation from traditional agriculture to modern agriculture and means. In this process,the agriculture increasingly armed with modern industry, modern science and technology and modern economic management method,which makes agricultural productivity by the backward traditional agriculture growing into the modern worlds advanced level of agriculture.The agriculture having achieve the transmission process called the agricultural modernization.Agricultural modernization is a process, at the same time, agricultural modernization is a kind of means.After Chinas entry into the WTO, especially in 2004,the government speed up the pace of adjustment of the agricultural subsidy policy. 　　Qingdao city to actively implement the central policy of agricultural subsidies, and strengthen support to agriculture.Agricultural subsidies policy adjustments promote the grain production, agriculture efficiency, the increase of farmers income.At the same time because of the limited amount of subsidies , small scope of subsidies, unreasonable subsidies structure , it is of low efficiency in using fiscal funds for supporting agriculture.which greatly restrict its positive role in promoting the modernization of agriculture . 　　In order to prevent fiscal subsidies and agricultural modernization development gap, it is necessary for us to analyze the subsidies and agricultural modernization of finance in Qingdao.and put forward some suggestions for the relevant departments.
