THE CONSTRAINT FACTORS DEMONSTRATION STUDY ON SUPERVISION ENTERPRISE SUSTAINABLE DEVELOPMENT ABSTRACT There is no doubt that the supervision has gained huge accomplishments in enhancing construction quality, decreasing investment and shortening schedule in the fields of construction in China. During 18 years’ development, the supervision has deviated from the original intention of Chinese government. In varying causes, it is confronting a lot of difficulties. At the same time, with China’s access to WTO, the supervision has entered a new phase with the further development of market economy. Most Supervision Enterprises(SE) are now facing new opportunities and challenges. The Construction Department published a series of new policies and regulations in order to help the SE and encourage some of them which possess the necessary conditions transferring into the PM Companies. On the foundation of confirming the supervisions’ achievements, we analyzed SE competitive model with applying Peter’ Five Power Model and contrasted the differences between domestic PM and oversea PM. Meanwhile, we took further research on the issues by questionnaires and brought forward suggestions and measures for various-sized SE. The proposal is that the large SE should transfer into PM Companies and the small medial SE should become more specialization. The research of this thesis would give some useful and meaningful references for the development of Chinese SE.
