摘 要 邓子恢是我党农民运动和农村工作的卓越领导者。为促进我国农业事业的发 展，他多次深入农村，调查研究，获得了大量的第一手资料。他善于将马列主义 的普遍原理与中国农村实际情况相结合，并在吸收各地群众经验的基础上，提出 了一系列促进我国农业生产发展的主张。 他认为，要推动我国农业生产的发展，就必须制定一套正确的农业经济政策。 在所有制方面，他主张搞“混一色”，坚持集体所有制经济为主体，其他所有制经 济并存的所有制结构。同时，他还主张要通过适当的价格政策和分配政策来调动 农民的生产积极性。建国初，他主张从我国小农经济这一现状出发，积极稳步地 开展农业合作化运动，以促进我国农业生产的发展。在农业基本建设方面，他主 张积极积肥造肥、兴修水利、改良土壤、适量垦荒、植树造林。同时，他还强调 在进行农业基本建设时必须分清轻重缓急，做好水土保持工作。在农业的经营方 针上，他主张以增产粮食为重点，开展多种经营。他认为，发展农业生产，光有 热情还不行，还必须用新的农业技术来作保证。为此，他主张在重视传统生产经 验的基础上，加强农业科技队伍建设，大力推广农业技术，并强调推广与提高并 重。他认为，我国山区面积辽阔，资源丰富，发展潜力大，山区很多地方又是革 命老区，发展山区具有重大的经济意义和政治意义。因此，他主张根据山区生产 的特点制定相应的方针政策，来推动山区生产的发展。此外，邓子恢非常重视农 业的经营管理，他主张在集体经济中必须做好财务管理与会计工作，并积极倡导 实行农业生产责任制。 邓子恢发展农业生产思想的特色主要体现在四个方面：坚持生产力标准，把 发展农业生产作为农村中一切工作的中心；以民为本，始终把农民的利益放在首 位；坚持辩证的发展观；坚持实事求是、一切从实际出发的思想路线。 关键词：邓子恢；农业生产；特色 I Abstract Deng Zihui is a excellent leader of our Party on farmer movements and rural work.
