Administrative POLICY A-12-17 Page 1 of 2 WORK AREA TRAFFIC CONTROL CERTIFICATION A Traffic Control Oversight Committee (TCOC) consists of representatives from the Offices of Highway Operations and Safety, Employee Safety and Risk Management, Construction, one district (on a rotating basis) and the Division of Highways Technical Training section. This committee shall provide oversight of the certification and training programs associated with work zone traffic control. The TCOC shall coordinate development and updates of the Work Zone Traffic Control Certification training programs. The programs shall provide training in applicable requirements of the Manual on Uniform Traffic Control Devices as adopted by the state of Idaho, department policies and specifications, FHWA requirements, and Idaho Code. Curriculum will be consistent statewide and reviewed as necessary by the TCOC. Department employees who are responsible for traffic control in work zones and approve traffic control plan changes involving construction, maintenance, or other operations requiring temporary traffic control shall be certified to perform work zone traffic control duties as a Traffic Control Supervisor (TSC), or registered as a professional engineer in Idaho. Department employees associated with traffic control in work zones involving construction, maintenance, or other operations requiring temporary traffic control, shall be trained as a Traffic Control Technician (TCT). District Engineers shall: administer the training program to appropriate personnel within their district, document the initial training, certification, and recertification in accordance with department procedures, and provide TCT and TCS refresher training on a four-year cycle. To be certified, department employees shall complete the training program and demonstrate satisfactory proficiency through an examination process which may include written and/or oral testing and completion of a traffic control plan.
