Methods of system analysis, ANP method and obstacles model were employed. The results indicate that the development level of urban land use system based on low-carbon concept is increasing. The land economic output-input ration is over emphasized; however, the output and low-carbon ratio is somehow neglected. The conclusion of the paper is that the evaluation system and obstacle degree analysis can objectively reflect the development level and trend of urban land use system based on low-carbon concept.
