文章编号：1003—2398(2014)04—0052—07 地方政府管治下城市空间拓展以广州市为例吴翊肚，李郇 (中山大学地理科学与规划学院，广州510275) URBAN SPATIALEXPANS10N I ERTHELOCALGOVERNMENT’S GOVERNANCE：ACASESTUDY IN GUANGZH0U WUYi-fei．LIXun (SchoolofGeographyandPlanning,SunYat—senUniversity,Guangzhou5io275,China) Abstract：Recentdecadeshavewitnessedaseriesofprofoundreform measuresproposedbythecentralgov— ernmentincontemporaryChina，whichchangedtherelationbetweencentralstateandlocalgovernments． Consequentl~ similartotheneoliberalism inWesterncounrties，localgovernmentshavebeenplayingadom— inantandessentialroleinurbandevelopmentinChina．Thistrendofdecenrtalizationrequireslocalgovern- mentsadoptnew governancemeanstocapturemobileresourcesintheglobalsettinginordertofacilitateur- bangrowthandthishasinfluencedtheexpansionofurbanspacesignificantly．Basedonthehteory ofgover- nanceinpoliticaleconomyperspective，takingGuangzhouforinstance，thispaperdiscusseshterelationbe- tweenthegovernment’Sgovernanceandurbanspatialexpansion，identifieshtefeaturesnadproblemsinthe processofGuangzhou’Surbanspatialexpna sioninrecenttenyears．From theanalysis，thisstudy identifies thatoneofthetoolsadoptedbythemunicipalgovernmentinanattempttoallocatingspatialresourcesisthe adminisrtativedivision．ThispoliticalsrtategymkaesitpossibleforGunagzhou’Sspatialexpansionofbuilt— upareas，whichismainlyconcentratedontheoutskirts，suchasPanyu，Huadudistricts．Besides，basedon thefomr ulationandimplementationofthesrtategicplanning，themun icipalgovernmentdominantshtecon- structionofproductionspaceandflowingspacebasedonthesrtategicplanning，reflectinginthedistribution oflarge—scaleprojects，thechangeofurbanconstructionlandsstructureandthechangeofhteinvestmentin basicconstruction．Andtheprimeproblem inurbane
