规划环境影响评价风险评价 摘 要 规划环境影响评价(以下简称规划环评)是对规划实施后可能造成的影响进行分析、预测和评价的过程,属于战略影响评价范畴,需要解决区域内项目布局、规模等问题.规划环评中的风险评价应同规划环评的目标相对应,即从源头上对规划中涉及的风险源进行分析并提出预防或减缓风险的方案.比较了规划环评风险评价和建设项目风险评价后指出,规划环评中风险评价的目标主要在于通过对风险源的识别和分析,为整个区域内项目的布局、规模以及土地利用提供合理指导,并对原规划方案进行反馈.总结了风险评价用于规划环评中的特点及其与建设项目风险评价在步骤上的异同,并以平顶山化工城规划环境影响评价中风险评价的内容为例,对风险评价在规划环评中的应用进行了探讨.结果表明,平顶山的风险源对周围地区有一定影响,应考虑部分地区的搬迁工作. 关键词:规划环境影响评价；风险评价；平顶山化工城 Abstract Plan environmental impact assessment (PEIA) is to analyze, forecast and assess the influence thatthe planmay lead to; it is a kindof strategic environmental assessment. Some high-level PEIAs need to deal with the position and dimension of the construction in the region. The aim of risk assessment in the PEIA and the aim of PEIAshould be the same, i.e. to analyze the risk involved in the plan from the sourceand raise some plans to prevent and reduce the risk. The similarities and difference between risk assessment in construction environmentalimpact assessment and plan environmental impact assessment were compared. It was pointed out that the aim of risk assessment in PEIA is toidentifyand analyze the venture source, guide the position and dimension of construction as well as the soil utility in region, and givefeedback. The characteristics and the difference between assess procedures of risk assessment in PEIA and in construction environment impactwere summarized. Withthe risk assessment in PEIAof Pingdingshan Chemical Industry Park as an example, the applications of risk assessmentto plan environmental assessment were discussed.The result point out that the risk from Chemical Industry Park have some influence on thevillage around,the action of movement should be considered.
