Moreover, this paper made the cluster analyze about positive and negative situation of the shift share effect in 14 areas and cities. Conclusion shows that: Each level city’s economic development is not balanced; Due to some resources cities’ industrial structure is single, regional less competitive; Three industries development is insufficient. These will provide reference for the future of economic development in Liaoning province. Fi- nally put forward suggestions. Keywords: Urban Function; Shift-Share Analysis
