At pres- ent ，the biggest problem is how to transform them into city citizens. Therefore ，it is important to understand the significance of solving the issue of new peasant workers ’citizenization and the factors restricting the citi- zenization of new peasant workers. On this basis ，various public institutions should be develop and policies and measures be made to promote the cause of new peasant workers ’citizenization.
