Study on Application of COBIT to the Management of

Abstract—Based on the studying the CoBiT and the competitive intelligence cycle, the Competitive Intelligence System is divided
into three stages: plan and orientation, CI collection and implementation, communication and spread. The author analyzed the goals
and tasks of various stages ．Then focused on introducing PO1，PO2，PO6 of CoBiT to the management and control process of
enterprise competitive intelligence systems, it established control mode of each stage to improve the management and control level of
enterprise competitive intelligence system. And at last it can achieve the benign interaction among business needs, IT resources and IT
flows in enterprises.

摘 要 在对COBIT 和竞争情报循环进行研究的基础上，将企业竞争情报系统整合为CIS 规划定向、竞争情报收集与分析、竞争
情报交流与传播三个阶段，通过对不同阶段进行具体分析，明确各阶段需要实现的任务和目标，将COBIT 的三个规划与组织流程PO1 、
PO2 、PO6 引入企业竞争情报系统的管理和控制过程中，并建立了每个阶段的控制管理模式，以提高企业竞争情报系统的管理控制水
平，达到商业需求、IT 资源和IT 流程三个方面的良性互动。
