摘 要 随着经济全球化的加速推进，国际分工的不断深化，产业集群作为一种新的经济组织形 式，已日益成为世界经济生活中的普遍现象。国内外理论研究与发展的实践表明，产业集群 已成为区域竞争优势的源泉。上个世纪 90 年代，安徽省高沟镇民营企业家顺应市场经济潮 流，依托销售员，从电加热器和电缆做起，把一个偏僻的江边小镇，发展壮大成全国四大电 缆产业基地和国家级火炬计划高新技术产业基地，被经济界称为“高沟现象”。实践证明， 安徽高沟电缆产业在国内市场的竞争优势主要来自产业集群。在新的起点上，高沟电缆产业 集群如何规避发展中存在的问题，突破产业生命周期的拐点，抢抓机遇，发挥优势，实现可 持续发展，无论理论界，还是地方政府决策者，都十分关注。 本文在研究中主要运用产业经济学、地理经济学、产业生态学、可持续发展、公共政策、 企业管理等相关理论和 SWOT、PEST、钻石模型分析工具，采用文献综述、理论分析、实地 调研等方法。通过研究，从时间、空间两个维度分别总结出安徽高沟电缆产业集群的生命周 期特征和空间集聚特征，继而对全球化和金融危机的背景下安徽高沟电缆产业集群可持续发 展进行全面系统的 SWOT分析和 PEST、钻石模型分析。在此基础上，提出了安徽高沟电缆产 业集群可持续发展的目标思路和政策建议。 关键词：产业集群 可持续发展 高沟电缆 I ABSTRACT As economic globalization and international division of work advances, industrial cluster, a new form of economic organization, has become an ordinary phenomenon day by day in world economy. Theoretic research and development abroad and at home proves that, industrial cluster has become the fountainhead of advantages in regional competition. Since the 1990s, enterpreneurs of private businesses in Gaogou Town, Anhui Province take full advantages of market economy and depend on the salespersons, starting from producing eletric heater and cables, making the remote riverside town into China’s fourth biggest cable production base and state Torch Program new and high technology industrial base, so called “ Gaogou Phenomenon”. Practice has proved that the competitiveness of Gaogou cables in demestic market comes from the industrial cluster. At the new starting point of development, both the theoretists and decision makers in local government attach much attention to how Gaogou cable would avoid problems in development and break the knots of industrial life circle, seize the opportunity
