县域产业集群的理论和实证分析 ——来自山东省百强县的面板数据 ○田相辉，王士卿1 （青岛科技大学 马克思主义学院，山东 青岛 266061） [摘 要] 在中国经济转型和缺乏完善市场经济制度体系的背景下，本文从区域、城乡的角度来研究具有中国特色的县域产业集群。基于集聚经济理论，本文利用2000-2008年山东省27个百强县的面板数据，分析了县域产业集群的基本状况；并进一步探究了县域产业集群的一般性。实证分析表明，工业化过程中的资本要素集聚对县域产业集群的发展贡献巨大，地方化经济成为显著特征，农业剩余劳动力的转移和城镇化经济有利于县域产业集群的良性发展，但企业规模经济在县域产业集群发展中的作用相对较小。 [关键词] 县域产业集群；集聚经济；百强县； 面板数据 The theory of Regional industry cluster and empirical analysis —— From panel data on counties within Shandong province Tian Xianghui, Wang Shiqing (Institute of Marxism of Qingdao University of Science and Technology, Qingdao 266061,China) Abstract: On the backgrounds of economic restructuring and lack of perfecting the market economic system in China, this article from the point views of urban and rural areas, studies Chinese characteristic regional industry clusters. Based on agglomeration economic theory, this paper analyzes the basic condition of regional industry clusters in Shandong province by using the panel data of 27 counties in Shandong province from 2000 to 2008; and further explores the generality of regional industry clusters. Empirical analysis shows that the capital element cluster during the process of industrialization makes a huge contribution to the development of regional industry clusters’ economy. The localized economy becomes notable features. The transfer of rural surplus labor force and the Urbanization economy contribute well to the development of regional industrial clusters. But the enterprise scale economy contributes relatively less in the development of regional industry clusters. Key words: Regional industry clusters; Agglomeration economy; Counties; Panel data 一、引言 集群是一种从古至今、普遍存在的社会地理现象。现代意义上的产业集群的产生和对其理论研究则是在工业革命之后，并逐渐成为工业化、市场化和全球化过程中耀眼的“马赛克”。从历史演进的角度来看，产业集群根本上是一个具有“自组织系统”的生态组织，在市场竞争中是一种介乎市场和企业之间的中间性组织，是一个动态发展的过程。集群动态发展的内因是要素的有序、自由的流动，其中，劳动力要素的流动起了关键性的作用。区域对流动性要素的粘性是产业集群的成长因子，具体体现在区域对各要素的整合上。需要强调的是，产业集群是一个具有深奥内涵的概念，单靠公式和数字来界定产业集群难以真正把握其真谛，更不能简单地将其等同于特色产业或产业的投入产出链。 国内外研究产业集群的文献颇多，特别是在新经济地理学（NEG）潮流之后，国内外
