项目管理第一站 鲍雨松　原创论文 企业项目管理体系及其信息系统研究 Research on Architecture and Information System of Enterprise Project Management 德道在线 提供最专业、省钱的PMP在线培训课程 Copyright ? 2006 by 项目管理第一站 摘 要 企业项目管理正成为众多企业发展的生存之路，可以提高企业的项目管理整体能力、控制成本、提高效率、更好的应对快速变化的商业环境、提高市场竞争力、促进企业战略目标的实现。 本文研究了项目管理的体系结构与模型，提出了企业项目管理“7×3”体系模型，指出建立企业项目管理体系必须全面考虑7个方面的要素：管理组织、管理目标、标准过程、项目管理实施、度量、知识管理、信息系统；每个要素又分为3个层次：决策层、控制层、执行层。分别对7个要素进行了详细的阐述，说明了管理组织的设置对企业项目管理的重要性，分析了战略目标与项目目标的关系，指出标准化是企业项目管理的关键，简述了项目管理的实施要求，研究了度量与项目管理、知识管理与项目管理、信息系统与项目管理的关系。对企业项目管理实践具有指导意义。这个模型可以帮助企业建立良好的企业项目管理体系。 项目管理信息系统的应用将大大提高管理部门对企业项目管理的效率和水平，降低管理成本，取得较好的经济效益和社会效益。为了更好的实现“7×3”体系模型的要求，需要企业项目管理信息系统进行支持。本文对企业项目管理信息系统的需求进行了分析，提出了支持“7×3”体系模型的企业项目管理信息系统的总体架构，可以作为企业选择项目管理信息系统的依据，也可以作为企业自己开发项目管理信息系统的需求。 本文将企业项目管理的“7×3”体系模型运用到中地公司的企业项目管理实践中，对企业项目管理的实施进行了企业项目管理体系的总体规划设计，介绍了中地公司项目管理的实施过程，对中地公司利用项目管理信息系统支持企业项目管理进行了介绍，说明了实施效果，验证了“7×3”体系模型的有效性。 文章最后对研究取得的经验和成果进行了总结，对企业项目管理的发展前景进行了展望。 关键词：项目管理 企业项目管理 管理模型　项目管理信息系统 Abstract As Enterprise Project Management (EPM) can improve the project integration management capability of enterprise, control cost, improve efficiency, better respond to the business environment changed rapidly, enhance marketing capability, achieve strategic target, it becomes a way of life for more enterprises. The Architectures and Models of EPM are studied and a “7×3” model for enterprise project management is proposed. Seven elements i.e. organization, target, process, project management implement, measure, knowledge management and information system and three layers i.e. decision-making, controlling and executing should be considered to set up an architecture of enterprise project management. The seven elements are analyzed in details to emphasize the importance of organization in enterprise project management. The relationship between strategic target and project objective is explained to highlight the standardized process in enterprise project management.
