华北水利水电学院硕士学位论文 法院思想政治教育工作研究 摘 要 随着社会主义法治建设的不断发展，人们对法院的司法形象和法官的素质提出了更 高的要求，但每年总会查处一些法官贪污受贿、玩忽职守的案件，使人们对法院的思想 政治教育工作状况表示担忧。如何发挥法院思想政治教育工作的积极作用, 对树立法院 公正的司法形象，具有重要的理论意义和现实意义。 实践中，法院思想政治教育工作主要由党委（或党组）和政治部（处）负责。党委 （或党组）领导法院思想政治教育工作，提供路线、方针、政策等方面的指导；政治部 是法院思想政治教育工作的执行机构，在党组织的统一领导下开展廉政教育、社会主义 法治理念教育等工作。目前，法院思想政治教育工作存在的主要问题是工作重心不突出、 教育主体工作能力有限、教育内容缺乏系统性、工作方法缺乏创新、对法官缺乏深入了 解。导致法院思想政治教育工作问题的原因是多方面的，有主观因素也有客观因素，主 观因素是指思想上不够重视法院思想政治教育工作；客观因素是指法院思想政治教育工 作的理论研究不深，有效的实践积累不足。 改善法院思想政治教育工作的现状，解决存在的问题，需要进行系统的改进。首先， 明确法院思想政治教育工作的价值。法院思想政治教育工作能够激发法官的潜力，强化 法官的廉洁、自律、勤勉；能够凝聚人心，强化法院管理；能够有效的推动社会发展， 保障社会和谐。其次，确立法院思想政治教育工作的目标和主要任务。法院思想政治教 育工作的目标就是要确保法院的公正，主要任务包括重点抓好思想政治教育，进一步深 化法官职业道德，培养法官科学的法律思维。再次，优化法院思想政治教育工作的主体。 加强党组织对思想政治教育工作的重视和领导，同时确保政治部的工作人员在数量和能 力上适应工作的需求。最后，不断更新和丰富法院思想政治教育工作的内容。法院思想 政治教育工作必须坚持党的理想信念教育、党的先进性教育和党的纪律作风教育，同时 紧抓法官职业道德教育和社会主义法治理念教育，不断丰富和发展教育内容，树立法院 的公正形象，实现法官的清正廉洁。  关键词:  法院；法官；思想政治教育  I 华北水利水电学院硕士学位论文 RESEARCH ON THE IDEOLOGICAL AND POLITICAL EDUCATION IN COURTS ABSTRACT Along with the developments of socialistic rule of law, there are more advanced demands for the image of justice and the quality of judges. However, there always come some cases of corruption, bribes and dereliction of duties from judges every year, which have brought lots of worries about the ideological and political education of the courts. There is important theoretical and realistic sense to build a just image of the courts based on the positive function of the ideological and political education in courts. In practice, the Party committee and political department are mainly in charge of the ideological and political education in courts. The Party committee leads the work of ideological and political education in courts, and also guides on the guidelines and policies and et al. The political department is the performing organization of the ideological and political education in courts. It carries out the education of incorruption and socialistic rule of law and et al. Nowadays, the main problems
