Based on the ana lysis of the characteristic o f the state key laboratory open founda tion, and tak ing the state key laboratory o f hydroscience and eng ineering, in T singhua Un iversity as an exam pie, this paper probed into the m anagem ent m ode, espec ially in the research prom pted by curiosity and the applicants selection, and gave som e suggestions on it, such as expanding its reg ional inf luence, standard ized adm in istration, and so on.
