Human resources is labor’s ability which can promote the development of the economics and society. Human resource is the most important resource for any enterprise! So manage the human resource properly is extremely important for any enterprise. 2. What is human resources management? Using modern scientific method to train, organize and allocate the human resources rationally (合理地), in order to keep the proportion of human resource and material resource on an optimal level; meanwhile, trying to induce(诱导) and control the thinking, psychology(心理) and behaviour motivation (行为动机) of human, so as to give full play to human’s subjective activity (主观能动性), let everybody fully display his talents (人尽其才) and every task assigned to the right person (事得其人). 3. The content (内容) of human resources management 3.1 the analysis of the post (岗位分析) 3.2 determine the requirement of human resource 3.3 recruit and employ (招聘) 3.4 selection: testing and choosing (测试选拔) 3.5 training (培训) 3.6 payment plan (报酬方案) 3.7 achievement management (绩效管理) 3.8 work environment (工作环境): harmonious and positive (和谐的和积极的) 4. The main characteristics of modern human resources management 4.1 human beyond everything else (以人为本?) 4.2 treat the human as a resource, and explore the resource carefully. Traditionally, human is just a kind of cost and tools in the enterprise, and only emphasized on investing, using and controlling. The modern management philosophy (哲学): Only if the managed be liberated, the managers can really liberate themselves. (只有解放了被管理者, 才能真正解放管理者自己) 4.3 the position of personal division (人事部门) is important in the decision making of the enterprise 5.
