26 100 3 127-154 Yu Da Academic Journal Vol.26, March 2011, pp. 127-154. 幼托整合政策衝突之研究 簡宏江 摘 要 本研 究 旨在探 究幼托整合政策形成過程 中的衝 突議題與原 因 ，並提供化解衝 突 之建議 。為達研 究 目的 ，透過訪談 、文件分析及觀 察等方法 蒐集相 關資料 ，獲致 下列結果 ：目前幼托整合政 策衝 突議題 包括 ：1. 國家介入程度的論戰 ；2.幼托整合 範 圍的不 同 ；3.管理標準的不一 ；4.書面契約的意見分歧 ；5.兼辦機構 的不 同調 ； 6. 收托 年齡 的不一致 ；7 .罰則入法的爭議 。衝 突背後原 因為 ：1.政 策問題結構不 良 ，衍生政 策的複雜性 ；2.不同政 策問題建構 ，政 策設計 內容迥異 ；3.政 策利益多 元分歧 ，整合協調溝通不易 ；4.缺乏公平競爭環境 ，業者面臨生存危機 。最後 ，根 據研 究結果提 出若干化解衝 突之政策建議 。 關鍵字：幼托整合政策、兒童教育及照顧法、政策衝突、衝突管理 * - 127 - 育達科大學報 ．第 26 期 ．民國 100 年 3 月 The Study of Integrated Kindergarten and Nursery School Policy Conflict Hung-Chiang Chien * Abstract This research aims at exploring the issues of Integrated Kindergarten and Nurs- ery School Policy and trying to offer suggestive solutions. For satisfying the objec- tives, in-depth interviewing, documentary and observations are adopted to gather information. The findings suggest that the conflict issues include: 1. the intervention of the government, 2. the difference of nursery integration, 3. the difference of man- agement, 4. the difference of documentary contract, 5. the difference of concurrent organizations, 6.the difference of nursery age, 7. the argument of fine legislation. The implications behind the conflicts are: 1.the defects of the policy, 2.the difference of policy design, 3.the diversification of interest parties, 4.lack of fair competition en - vironment.
