经验交流 好理念促进好发展 —关于赴昆明学习考察的调研报告 Good Management Idea Makes the Better Development —The research report of study with Kun Ming Sewage Treatment Plant 阴蔼华（秦皇岛市第一污水处理厂，河北秦皇岛） 摘要：随着我国经济快速发展、人民生活水平不断提高，城市污水的成分越来越复杂，污染程度由低向高渐变，城市污水处理厂 的再建与改扩建工程方兴未艾。 由于种种原因，尤其受资金条件限制，一些污水处理厂处理能力达不到设计指标，甚至不能运 转。 结合昆明污水处理厂改扩建工程与秦皇岛市第一污水处理厂改造工程，说明政府及有关部门在立项审批及项目管理工作 中，对项目投资的合理性、资金来源的可靠性、资金的合理使用、工程进度安排可行性及项目质量验收等方面起着不容忽视的作 用。 资金很重要，好的理念更重要。 关键词：污水处理厂改扩建；经营理念 Abstract:With the rapid economic development in our country, the living standard of peopie is improving.The consisting of sewage becomes complicated.As the pollution is getting so higher,the requirement of rebuilding and expansion of sewage treatment system is growing further accordingly. Due to various reasons, especially for the limitation of investment,the capacity of sewage treatment system with some plant is far below than the designed standard and even the system would not be workable.Comparing the rebuilding pro- jects betwee n Qin Huang Dao the first sewage treatment plant and Kun Ming sewage treatment plant,it seems clear that city govern- ment holds an important role with examination and approval of the project.Their guideline with the rationale of investment, fund rais- ing, reasonable cost,possibility of working schedule and inspection and evaluation on the quality of project should not be overlooked. Therefore,the money is important but the good management idea is more important.
