鄂尔多斯民间融资问题探析 郭金凤 内蒙古大学经济管理学院 邮编 010021 郝亮 内蒙古大学经济管理学院 邮编 010021 【摘要】近年来，随着国家西部大开发和能源战略的西移，鄂尔多斯凭借丰富的自然资源优势，经 济呈井喷式增长和跨越式发展态势，地区投融资结构呈现资金来源及融通机制社会化趋势，民间融 资成为中小企业融资的重要渠道，在地区经济的发展中发挥了积极作用。但同时,鄂尔多斯地区民间 融资所蕴含的风险亦不容忽视。 本文在概述鄂尔多斯民间融资发展的现状及特点，探讨鄂尔多斯民间融资高度发达的原因的基 础上，着重分析了鄂尔多斯民间融资的“双刃剑”效应：指出民间融资在促进地区民营经济发展， 改善当地就业状况和促进民间财富积累方面发挥的积极作用；同时，针对民间融资在宏观调控、税 收征管等方面对地区经济造成的不利影响提出了相应的对策和建议。本文认为政府应该在创新针对 中小企业的金融服务方式，引导民间融资行为，加快中小金融机构建设步伐，建立民间融资定期监 测机制和完善立法等方面多做文章，下大力气来规范民间融资行为，促进民间融资的健康发展，使 其在地区经济发展中发挥更加积极的作用。 【关键词】鄂尔多斯；民间融资；中小企业 【Abstract 】In recent years, with large-scale development of the west of the countrys energy strategy and move to the west and the Ordos advantage by virtue of its rich natural resources, economic growth and the blowout was leaps and bounds in development, investment and financing structure of the region showing sources of funding and financing mechanisms of social trend, civil financing has become an important channel for financing small and medium enterprises, economic development in the region to play an active role.
