摘要：社会主义新农村建设的要求是“生产发展、生活宽裕、乡风文明、村容整洁、管理民主”。农民是农业生产的主力军，只有农民素质提高了，才能实现农村富余劳动力的有效转移；才能使先进的农业技术和装备在农业生产中得到广泛的应用；才能发展农村生产力，实现农民增产增收；才能实现农业产业化和农业现代化，才能真正达到社会主义新农村建设的要求。因此，要建设社会主义新农村，就必须对农村人力资源进行合理有效的开发。黑龙江是一个农业大省，农村人口众多，合理配置农村劳动力资源对建设社会主义新农村有着重要的意义。本文以黑龙江省农村人力资源为研究对象，结合新农村建设的背景条件，在深入分析黑龙江省农村人力资源开发现状的基础上，指出其存在的问题，剖析成因，进而提出了促进黑龙江省农村人力资源开发的对策建议。 关键词：农村人力资源；人力资源开发；新农村；对策 Abstract：The requirement of the new socialist countryside construction is “roduction developed、、Rural 、Village neatly、Democratic management”. armers are the mainstay of agricultural production，Only the quality improved, can we achieve the effective transfer of rural surplus labor ; can we make advanced agricultural techniques and equipment widely applied in agricultural production;can we develop the rural productivity, improved farmers production and income; can we achieve the agriculture industrialization and agriculture modernization.Therefore, we must make the rural human resources in a reasonable and effective way in order to construct the new socialist countryside. Heilongjiang is a big agricultural province, the large rural population, it has important significance to allocate rural labor resources reasonable for the construction of new socialist countryside. This paper regards the rural human resources in heilongjiang province as the research object, combined with the background conditions of new countryside construction,based on the analysis of heilongjiang province rural human resources present development situation,figured out the existing problems and analyze reasons, then proposed the countermeasures and suggestions to promote the rural human resources development of heilongjiang province .
