摘 要 本文主要介绍了工程量清单及清单计价的概念、方法，合同类型、工程量清单报价的影响因素、工程投标程序、投标决策、投标策略及报价技巧。并以中国矿业大学文昌校区小高层住宅G3楼主体工程报价为例，讲述了投标报价的一般程序，首先经过一定的投标决策决定是否投标，经过资格预审后，成立投标工作小组，根据甲方提供的工程量清单以及本企业的施工组织计划，利用《广联达工程量整体解决方案》编制投标报价，即先利用GCL7.0套计价表后导入到GBQ3.0算出总价，然后在复核主体分部中各分部分项工程的工程量的基础上，结合招标文件的要求和投标人自身的实力，提出报价策略，根据本工程的特点，主要运用了不平衡报价、降低管理费费率以及与业主方和供货商进行技术交流的报价策略。最后依据2007年4月份《徐州市工程造价信息》及公司管理能力及施工能力进行调价，在保证企业取得较好的经济效益的基础上最终得出投标价。 关键词：工程量清单； 投标报价； 报价策略 ABSTRACT This paper introduces the concepts，methods of BOQ and the price of BOQ，types of contracts， factors of the price of BOQ，tendering procedures，the tender decision， the tender strategies and techniques. And in the price of G3 small high-rise residential buildings Wenchang of China University of Mining and Technology case，introduces the general procedures of tender, we will first go through a bidding policy-making decisions whether to tender, prequalified, set up a working group ,then under the BOQ which the owner have provided and the construction plans, use Grandsoft to prepared tender ,that is the use of sets of pricing tables in GCL7.0 after GBQ3.0 calculated into the total price, then in the review division to the main part of the sub-project on the basis of BOQ, with the requirements of the tender document and tenderers own strength, the tenderer get the tendering strategy, according to the characteristics of the project, major imbalances in the use of quotations, lower rates of management fees and the exchange with owners and the suppliers .Finally, according to the Xuzhou Construction Cost Information in April 2007 and the company management capabilities and construction capabilities prediction， come to the tender price in the business to achieve better economic benefits .
