国民经济核算方法问题研究 （第七集） Research of Methodological Issues on National Accounts (Series No. 7) 中国国家统计局国民经济核算司 经济合作与发展组织价格与结构经济统计处 Department of National Accounts, NBS, PRC Prices and Structural Economic Statistics Division, Statistics Directorate, OECD 前 言 2003 年11 月24-27 日，国家统计局国民经济核算司同经济合作与发展 组织统计委员会价格与外联司在中国大连联合举办了第七届“国民经济核算 方法研讨会”。会议研讨的主题包括：（1）服务业核算方法（2）不可观测 经济核算方法（3）非生产资产核算方法（4）劳动力投入产出表编制方法 （5）地区流入流出核算方法。 此次研讨会与前六次研讨会的一个明显不同在于参与面与规模的显著 扩大。OECD 专家、国家统计局核算司人员、30 个省、自治区、直辖市统 计局代表及相关人士共70 人参加了会议。特别是地区代表的积极参与标志 着中国统计改革开放的进一步扩大与深化，预示着今后中国地区一级国民核 算理论水平的快速提升。 经过 4 天的演讲与深入交流，研讨会取得了圆满成功。依照惯例，我 们把此次研讨会的参会论文翻译、汇编成册，供关注国民核算理论与实践的 各界人士参考。本文集的译文校订工作由赵红女士负责。 编 者 2004 年6 月16 日 Editor’s Notes Department of National Accounts, NBS and Prices and Structural Economic Statistics Division, Statistics Directorate, OECD jointly organized the 7th Workshop on National Accounts in Dalian, China from 24 Nov. to 27 Nov., 2003. This workshop covers the following subjects: (1) measurement of service statistics (2) measurement of non-observed economy (3) measurement of non-produced assets (4) compilation method of labor input-output table (5) accounting methods of inflow and outflow between regions. Compared with the previous six workshops, this workshop had much more participants and enjoyed much wider scale. Altogether 70 people took part in this workshop, including experts from OECD and Department of National Accounts, NBS, delegates and people concerned from Statistic Bureaus in 30 provinces, autonomous regions and municipalities. The active participation of regional delegates marks the further deepening of reform and opening up in China Statistics, indicating a rapid upgrade in the theoretical level of regional accounts. After 4 days of presentation and exchanging views, the workshop obtained a full success. As usual practice, we compiled the papers and translation into a collection so as to provide references for people interested in the theory and practice of national accounts. Ms Zhao Hong is
