高等学校建设项目后评价的研究.docVIP

摘  要  从 1999 年的高校全面扩招开始，我国的高等学校工程建设进入了一个大发展 时代。随着国家和地方政府对高校建设投入的增大，建设的效益问题也日渐突显。 如何判断高校建设是否达到了原有的目标，是否满足投资者和学校对项目的要求， 对高校建设项目的后评价也就越来越重要。 后评价理论来源于国外，国内也是在近二三十年中才逐渐开展后评价工作，且 仅将后评价运用到了大型或重点建设项目中，对于高校这一类的普通建设项目却 很少涉及。在已有的后评价理论基础上，提出了要将后评价工作普遍化，后评价 应该被广泛应用，与项目的前期决策一起形成前后对应的评价体系。其次，在高 校建设项目的后评价工作开展中，要面对现阶段所存在的缺陷，找出阻碍后评价 开展的问题所在，提高高校的后评价工作意识。最后，借鉴已有的国外评价方法 和体系，以及国内其他领域的后评价工作，对高校的后评价工作方法、内容等进 行研究，提出了一些评价指标，明确了高校项目后评价的现实性和可操作性。 在分析研究中，运用了定量与定性分析相结合的方式，通过比较成熟的后评价 方法，以案例分析的形式进行了具体计算和评价运用。并根据前述的高校项目后 评价的问题和案例分析的结果，提出了一些应对后评价工作开展的建议。 关键词：高校建设项目，后评价，后评价缺陷，评价内容，评价建议 I ABSTRACT Since the increased enrollment in higher education institutions in 1999, institutions of higher education construction in our country has entered a fast development age, with the increased inputs to higher education institutions construction by local and state governments, the benefit of construction is becoming an obvious problem. How to judge institution construction reach the original goal, whether meet the requirements of investors and institutions, and the post-evaluation for institutions construction projects, which are all important more and more. The theory of post evaluation is from foreign countries, the work of post evaluation have been done in recent 20-30 years in China, and post evaluation have been operated only in big size and important construction projects, it’s rarely used ordinary projects in higher education institutions. Based on already existed post evaluation theory, this paper proposed that post evaluation should be generalized and widely used. Also it can be a corresponding evaluation system together with earlier decision.
