关于聘请后评价咨询顾问 工作任务大纲 Term of Reference (the “TOR”) For Hiring consultant on post-evaluation 中国进出口银行正在执行世界银行（以下简称“世行”）中国节能融资项目（以下简称“世行节能项目”），根据该项目项下有关计划，中国进出口银行（以下简称“进出口银行”）拟聘请咨询公司协助开展包括绿色信贷在内的贷款项目后评价相关能力建设工作。 The Export-Import Bank of China (China Eximbank) is currently implementing China Energy Efficiency Financing Project (hereinafter referred to as “CHEEF Project”) financed by the World Bank. In accordance with the related Procurement Plan under CHEEF Project, China Eximbank is to hire a consulting company to support the construction of relevant capacity for post-evaluation on loan projects including Green Credit. 背景 Background 1.关于世行节能项目 CHEEF Project 进出口银行、世行和全球环境基金（GEF）正共同实施世行节能项目，旨在提高中国大中型工业企业的节能效率并降低其温室气体排放，目标是通过支持开展对节能项目的投资，促进中国进出口银行开展可持续节能贷款业务。 China Eximbank, the World Bank and the Global Environmental Fund (GEF) are jointly implementing the CHEEF Project aiming to improve the energy efficiency (“EE”) of Chinese large and medium-sized industrial enterprises as well as reducing the greenhouse gas emission. The objective of CHEEF Project is to promote the development of sustainable energy conservation lending business in China Eximbank via supporting the investment in the EE projects. 世行节能项目由世行提供的1亿美元贷款和中国进出口银行提供的约合1亿美元的人民币贷款共同组成，为国内合格的节能项目提供融资。2012年，世界银行又提供1亿美元追加资金。与此同时，GEF为促进该项目的顺利实施提供了赠款，用于中国进出口银行在节能融资领域的能力建设，目的在于提升银行节能融资项目管理能力和专业技能，为发展可持续节能贷款业务积累经验。 The CHEEF Project financing arrangement consists of USD 100 million of the World Bank loan and China Eximbank loan in RMB in the amount equivalent to USD 100 million for the eligible domestic EE projects. In 2012, World Bank provided additional financing of USD 100 million. Meanwhile, in order to facilitate the project’s smooth implementation, GEF offers China Eximbank a five-year grant for its capacity building in the EE field, with a view to improve the bank’s managerial and professional expertise on CHEEF Project and gain experiences in exploring sustainable EE lending business. 2.关于本任务 Mission
