In this paper, based on the analysis of the connotation, content and function of the chain of responsibility in the road transport safety,and management and penalty ideas of the chain responsi- bility of the Australian National Road freight transport safety, combined with the characteristics of road pas- senger transport in China, we could explore the chain of responsibility in the Safety of road passenger trans- port enterprises, and put forward some measures and suggestions to our country road passenger transport en- terprises safety responsibility division.
