Data are collected from the questionnaire feedbacks from different participants ( clients, designers, contractors, consultants) of the project and statistical analysis of 94 delay factors is conducted. The reliability of the questionnaires is exam ined and proven by means of SPSS. Principal components analysis is used in the factor analysis to smi plify the variables into several dmi ensions, to determ ine the main factors and to perform further study on the project-related, client-related and contractor-related delay factors, respectively. The results indicate that the poor communication, clientcs unpractical requirement, delay payment to contractors, etc. are the mi portant factors, that the use of new technology and inform ation should be enhanced, and thatmany delay factors are correlative and precautionary measures should be taken to reduce the risks in construction delays. These conclusions have provided a decision-making foundation for related government departments, aswell as a valuable reference to other complex project groups in their managem ent.
