From the view point of economics, there are three main theoretical supports which are the arrangement on property rights in the initial phase, the resource allocation in the planning stage and the monitoring and evaluation in the im2 plementation phase to develop the community co2management according to different stages. In recent practice of forest management in China, community co2management has become the trend of localization. So the measures of increasing the coupling degree are as follows: protecting collective property, strengthening government capacity, establishing a mechanism of motivation, changing management system and establishing a system of participatory dynamic monitoring and evaluation.
