探索贫困地震重灾区的重建路径 中共广元市委副书记、市长 马 华 摘要: 紧紧围绕中央“三年重建任务两年基本完成”的决策部署，按照“以人为本、尊重自然、统筹城乡、科学重建”的总体要求，统筹推进住房、设施、产业、城镇、生态和精神家园重建，努力闯出一条后发地区科学重建、低碳重建新路子。灾后恢复重建的主要做法：坚持科学规划，用规划引领灾后恢复重建；坚持“四个优先”，加快推进民生项目重建。优先加快城乡住房重建；坚持低碳重建，创新重建路径；坚持对接服务，对口援建成效显著。同时，在重建过程中做到四个有机结合，促进经济社会发展：把灾后恢复重建同经济发展有机结合，发展后劲不断增强；把灾后恢复重建同改善民生有机结合，社会和谐发展取得新成效；把灾后恢复重建同精神家园建设有机结合，感恩奋进成为广元人民的自觉行动和“广元精神”的内核；把灾后重建同环境保护有机结合，震后广元逐步实现从“满目疮痍”向“秀美山川”的重要转变。 关键词:汶川地震;灾后重建;经济发展 （作者简介：马华，男，藏族，1957年7月生，四川平武人，1976年7月加入中国共产党，1975年3月参加工作，四川省委党校经济学专业毕业，省委党校研究生学历，现任中共广元市委副书记、市长。） Exploration of the Reconstruction Path of Poor Disaster Areas Deputy Secretary of Guangyuan Municipal Committee of the CPC, Mayor Ma Hua Abstract: Closely around the central party’s decision of three-year reconstruction missions basically complete in two years, with the general requirements of people-oriented, respect for nature, coordinating the urban and rural areas, scientific reconstruction, housing, infrastructure, industrial, urban, ecological and spiritual home reconstruction are overall improved, which carve out a new way for scientific and low carbon reconstruction in less developing areas.
