摘 要 当社会由信息资源建设阶段过渡到信息资源管理阶段，由于历 史的原因而造成的信息资源的分散性和封闭性与社会对信息资源需 求的综合性和便捷性之间的矛盾日益凸现，信息资源整合、信息资 源共享等概念也逐渐深入人心。时下，档案信息作为一种富有现实 价值和历史价值的原生信息，正在成为推进国民经济与社会发展的 一种基础性资源和战略性生产要素。档案信息资源的整合，既是当 前档案信息化建设的重要内容，也是电子政务建设的一项重要配套 性工程。一般意义上的档案信息资源整合活动，其实早已有之，但 网络环境的形成，赋予了档案信息资源整合新的内涵与形式，使之 跃升到了一个前所未有的发展高度，也为之创设了一个释放潜能的 良好平台。网络环境下档案信息资源整合成为了当前档案理论界与 实践界一个全新的课题，尚有一系列相关问题亟待解决，但当前档 案理论界对网络环境下档案信息资源的整合问题还少有探讨，一般 都是局限于传统意义上的整合。本文以系统论的思想为指导，采用 宏观的研究视角，将档案信息资源整合置于网络环境之下，并与其 它领域的信息资源整合结合起来，分析了网络环境下档案信息资源 整合的内涵、必要性与现实条件，并重点分析了网络环境下档案信 息资源整合的目标取向与实现形式，最后，就其具体实施中的瓶颈、 策略选择及保障体系等问题作了初步的探讨。总之，本课题旨在于 在理论上为我国档案信息化建设与档案信息资源开发理论体系的完 善献其绵薄，在实践上为我国全方位实施网络环境下档案信息资源 整合提供一个可行的实践思路和发展模式。 关键词：网络环境 电子政务 档案信息资源 整合 2 Abstract When the society transfers from information resource construction to information resource management phase, the contradiction between the distributing closed information resulting from history reasons and the comprehensive convenient information demanded by the society-is more and more noticeable day by day.
