Abstract: China is making rapid growth in economy but falls behind in culture output. Owning discourse power is the guarantee of improving a country’s soft power. Adaptation theory thinks that the process of language use is just the process of language making choice but language choice-making is not always to comply with pre-existing environmental factors. In fact, the language choice-making will change the environment, or make the environment or reality conform to the language selection in turn. What Venuti’ foreignizing translation theory implies is that Foreignization can signify the difference of the Chinese text, contribute to Chinese cultural output and pitch against the hegemonic English-language nations and improve China’s soft power. Selecting foreignization also means cultural confidence. Language is the carrier of culture and the name of higher institutions embodies the wisdom of elites and bears the history of its development and is an vital window of Chinese cultural output. Venuti thought that an educated elite controls the formation of a national culture by refining its language through foreignizing translations. In other words. Elite can influence the social mainstream values through foreignizing translations.
