工程量清单计价模式下工程造价控制的研究1.doc

摘 要 2003年国家推出了《建设工程工程量清单计价规范》，这是工程计价依据第一次以国家强制性标准的形式出现,自此开始了从传统的定额计价模式到工程量清单计价模式的转变，进一步确立了建设工程计价依据的法律地位，标志着一个崭新阶段的开始。工程量清单计价模式是我国工程造价改革的必然，也是我国与国际工程造价惯例接轨的要求，它的实施必将推动我国工程造价、招标投标和工程管理的全面改革，同时也对建设单位工程造价的控制提出了新的思路，有利于降低建设工程造价，提高资金的使用效率。工程造价的控制是一个动态的控制过程。 基于我国工程造价计价模式改革的大背景下，通过对工程量清单和工程造价的基础理论的理解，分析工程量清单计价模的特点以及工程项目的各个具体阶段，来分析研究与工程量清单计价相适应的招投标阶段、签订施工合同阶段、施工阶段以及竣工结算阶段的工程造价控制，将工程量清单对工程造价控制的新要求贯穿到建设项目的整个过程，力图客观真实的分析问题，分析在新的计价模式下，如何有效、合理控制工程造价的管理方式。在实现招标投标阶段工程造价的合理确定与施工阶段工程造价的有效控制，以加深对工程量清单计价模式下工程造价的控制的理解。 关键字：工程量清单计价模式，工程造价，控制 Abstract In 2003, the 《construction engineering state out bq rules》 (GB50500-2003), this is the first time to engineering valuation based on the form of state mandatory standards, started from traditional quota valuation model to the valuation model change, further establish a construction project valuation is the basis of the legal status, marks the beginning of a new era.
