构建生态人文交通 促进经济跨越发展:第十九届海峡两岸都市交通学术研讨会论文集 东部自行车路网示范计划经验移转应用在西部地区之探讨 郑嘉盈，田珍绮，苏振维，邱显明，高锡钲 摘 要：近几年来，为应对地球暖化与世界性能源危机，「环境永续」、「永续运输」成为目前推动各项政策 最主要议题之一。为维持环境永续，解除地球暖化与世界性能源危机，「节能」「减碳」便成为目前最热门 的话题，因此带动自行车运动的发展。台湾自行车的设计生产一直占世界自行车制造业的龙头，因此被誉 为自行车之生产王国，但是在自行车运输方面却远远落后于许多国家。过去台湾在自行车运输政策上一直 鼓励推动休闲产业上的应用，在许多知名自行车道往往遇假日时人满为患。2009 年~2011 年台湾“交通部” 运输研究所推动进行「东部地区自行车路网系统规划技术服务」之研究计划，该计划系以东部 4 县市(新北 市、宜兰县、花莲县、台东县)为研究范围，包含路网规划、整合服务及加值服务系统建置、自行车道系统 规划设计规范研拟以及自行车安全骑乘手册等四部分。该计划希望以东部休闲产业结合自行车运输与铁路 运输进行换乘接驳，达到推广慢游东台湾的计划，进而希望将骑乘自行车的运输经验推广至台湾西部县市， 推动台湾成为真正的自行车岛（自行车运输岛）目标，实现真正节能、减碳的永续运输政策。本研究除分 析这三年来的成果总结外，另外希望探讨是否可以将东部自行车示范计划路网规划的经验移转应用在台湾 西部地区的探讨。 关键词：永续运输；节能；减碳；自行车道；自行车路网 Application of Experience of Planning of Bicycle Network System for the Eastern Region in the Western Region Abstract: Global warming and soaring energy prices have propelled sustainable and sustainable transportation to the top of the agenda in public debate and in the government policy. The concern about sustainable environment and climate change from man-made emissions of carbon dioxide prompts the energy efficiency and carbon reduction issues, giving an incentive for bicycle activities. As a matter of fact, Taiwan has been the leading role of bicycle design innovation and manufacture industry for decades. However, the use rate of bicycle and development of bicycle lane in Taiwan is still at a lower state. In the past years, bicycle transportation policy in Taiwan has been laid out for leisure purpose. This portal results in bicycle lane congestion within popular recreational peripherals during holiday. For establishing a more effective platform to promote SLOHAS (Slow Lifestyles of Health and Sustainability) tour in Taiwan, Institute of Transportation, Ministry of Transportation and
