Abstract: This paper proposed total index budget management system and definite the total index which supported
the economic development, based on environmental capacity theory, combined with pollutants reduction institution of
total controlling in china. Then it was described what the total budget index was and where was the total budget index
from. The total index budget model based on environmental capacity was formed by analysis of functional relationship
among environmental capacity, pollutants emission situation, pollutants emission newly added and total budget index.
