Since its establishment in 1981, DRC has been actively involved in the policy-making process of China s central government on the major economic policies and reform initiatives, such as fiscal and monetary policy, state-owned-enterprise restructuring, financial reform, WTO accession, social security system, regional development planning, industrial policy, agricultural reform, price reform, etc. VM. Li received his B.S. in mathematics from Nanjing Normal University in 1981 and Master of Economics from China Academy of Social Sciences in 1984. During his twenty years of service with Chinese government, he has been deeply involved in the policy formulation and implementation of major reform programs, including the public finance, taxation and foreign exchange reform starting from 1993, and pension and medical care reform of 1998-2003. Prior to joining DRC as the Vice Minister, he was Vice Minister of State Council Office for Reforming Economic System for 5 years. Between 1994 and 1998, he served as the Executive Vice Chairman of China Securities Regulatory Commission, responsible for the overall management of the Commission, with a focus on supervising the overseas listing of Chinese enterprises, stock market trading and risk co
