* So what is the role of the regulatory ESIA. We do not live a perfect world and financial, commercial and political interests can put enormous pressure on developments to cut corners. The preparation of an ESIA by an independent third party should force issues onto the project team, highlighting areas where compliance with regulations in particular require expenditure and management time. The approval of the ESIA by a government agency defines the acceptability of the development by the people affected by it. However, it should also be recognised by the approving agency that there are other pressures that might devalue the process. Governments, keen to accelerate economic growth (particularly in relation to government programmes) can bring pressure to bear on the regulator to accept lower standards than would be applied to other enterprises. Local communities can look for excessive compensation that can affect the viability of the project and NGOs can be working to far wider agenda than the project itself. It is therefore the role of the third party preparing the documentation and the regulator to recognise the potential conflicts and to resolve issues independent of these external pressures. MNCs in particular tend to look for standardisation of their developments wherever they may be but different countries have different systems which, to some extent reflect their socio-political system. * The acquisition of reliable, defensible baseline information has value well beyond the meeting of regulatory compliance. It is fundamental as a basis of setting design parameters providing information on everything from climatic conditions to water availability and quality. A baseline status is just as it says, it defines the environment and social conditions immediately prior to the development or the acquisition.
