城乡建设用地增减挂钩制度创新思路研究  王 婷, 欧名豪，郑俊鹏 (南京农业大学公共管理学院，南京，210095) 摘要：研究目的：对我国城乡建设用地增减挂钩制度进行完善与创新。研究方法：文献资料法、综合分析法。研究结 果：城乡建设用地增减挂钩制度是土地发展权转移的具体应用。现行制度的实施尽管取得了一定成效，但项目制推进 的方式也产生了一些问题；一是挂钩指标在生产过程中整拆整建，导致挂钩运行成本大、安置补偿不合理；二是挂钩 指标的使用封闭运行，导致挂钩指标使用效益低，指标供需区域不匹配。在挂钩指标的生产与使用两个阶段进行创新 是完善城乡建设用地增减挂钩制度的关键。研究结论：制度创新的关键路径之一是构建闲置宅基地退出机制，将目前 挂钩指标的“整拆整用”转变为“零拆整用”，促进挂钩指标合理有序生产；制度创新的关键路径之二是构建挂钩指 标交易机制，将挂钩指标作为一种稀缺性资源和商品，进行挂钩指标的跨区交易,以发挥市场机制在城乡建设用地要 素空间配置中的基础性作用。 关键词：城乡建设用地增减挂钩；制度创新；土地发展权；挂钩指标 Study on Innovation Ideas of The Institution of Plus and Minus Hook Between Urban and Rural Construction Land WANG Ting, OU Ming-hao, ZHENG Jun-peng （College of Public Administration, Nanjing Agriculture University, Nanjing 210095, China ） Abstract: Objective: improve and reform the institution of plus and minus hook between urban and rural construction land.
