摘 要 “以信息化带动工业化”的战略已经成为目前我国政府和大多数企业的共识。 但是，我国大多数企业信息基础比较薄弱，目前还处于信息化的初级探索阶段。本 文在综合国内外对信息化研究成果的基础上，就基于企业核心竞争力构建的IS 规划 做了深入的分析，指出了目前存在的一些问题以及对解决方法的探究。力争成为企 业在信息化过程中的参考。 本文首先研究企业核心竞争力对企业IS 战略规划的影响，分析企业IS 战略与 企业战略的关联性与突破性，强调企业 IS 战略规划建立在企业核心竞争力的基础 上。同时，分析企业核心竞争力的识别与构建，研究IS 战略规划对企业核心竞争力 培育的重要作用；接着阐述了基于企业核心竞争力对企业IS 战略规划的影响，以及 企业IS 战略规划对企业核心竞争力培育的支撑，研究企业IS 战略规划方法与步骤、 规划需经历的过程，以及各过程应关注的重点，以构建围绕企业核心竞争力的企业 IS 战略规划体系；最后结合通盛企业战略、企业核心竞争力分析，通过基于企业核 心竞争力的企业IS 战略规划方法的应用，介绍企业IS 战略规划与企业核心竞争力 的实际结合，通过案例介绍证实企业核心竞争力与企业IS 战略规划的密切关联，同 时验证基于企业核心竞争力的IS 战略规划方法的适用价值。 关键词：竞争力，IS 规划，SISP，业务流程 ABSTRACT Information to promote industrialization, the strategy has become Chinas government and the consensus of most enterprises.
