重庆利用外资能力分析与对策研究.pdf

摘 要 由于巨大的国内市场需求、有竞争力的“制造成本” 以及入世后服务业领域的 相继开放，中国已经成为全球外商直接投资的主要吸收国。2002 年我国首次超过 美国成为世界上吸引外资最多的国家，2006 年我国实际利用外商直接投资 630.21 亿美元，同比增长 4.47% ，但是我国各地区在利用外资能力上表现很不平衡，重 庆利用外资整体状况、水平、能力及在全国所处地位如何尚未有专题研究。 基于此，本文首先介绍了利用外资和 FDI 的概念，以及国外、国内相关学者 及相关理论研究。 接着利用相关统计数据资料对重庆利用外资的数量、特点进行分析，对重庆 外商投资企业发展状况进行概述，并与全国总量及西部 12 省市进行比较；在进行 相关数据的归纳分析之后，利用回归分析、业绩指数、建立指标体系的因子分析 等统计分析方法和软件进行分析，并得出相关结论：重庆 FDI 增长速度快，但总 体引资规模相对较小，水平偏低，占全国 FDI 的比重仅为 1%左右，在西部居第四 位，在全国位居中下游；利用外资质量是利用外资能力分析的一方面，因此文章 分别对重庆利用外资的质量从对经济发展、企业经营的本土化程度、对本地企业 技术和管理的影响、对出口的影响、产业结构、财政税收和经济结构等 7 个方面 来分析。 最后根据对重庆利用外资能力的分析，从重庆自身特点出发，进行了招商引 资的 SWOT 分析和利用外资的趋势分析，并结合市委、市政府招商引资相关规划 和《利用外资“十一五”规划》，对重庆利用外资和招商引资工作提出了具体对策与 建议，为提高重庆利用外资水平和能力提供了新的思路。 关键词：重庆，FDI ，利用外资能力 I ABSTRACT Because of the huge local market demands, the competitive “manufacturing cost” and the opening of the servicing business after China’s entry into the WTO, China has become the main country in adapting the foreign investment in the world. In 2002 China adopt the most foreign investment than America firstly .In 2006 the FDI of our country is 63021 million dollar, the increase rate is 4.47%, but the ability of making use of the foreign investment is unbalance in every areas, the study on foreign investment utilization in Chongqing, such as the whole condition, the level, the ability and the position in our country is empty.
