美国六所研究型大学战略规划研究 摘 要 伴随着国际国内环境的巨变，大学之间的竞争日益加剧，制定大学 战略规划是帮助大学确定合适的战略目标与可行的战略举措，增强核心 竞争力的重要途径之一。研究型大学是体现一个国家高等教育水平、科 学研究水平的重要标志，我国要在2020 年建设创新型国家，就必须加强 研究型大学建设，为此，研究型大学需要尽可能制定切合自身发展需要 的战略规划。美国大学战略规划工作起步早，已形成一些成熟的经验。 本文选取美国六所研究型大学战略规划文本，进行了翻译、整理和比较 分析，以期从中获得借鉴。 笔者在美国研究型大学三个层次中各选取了两所，共六所不同类型 的大学，运用比较研究法和内容分析法研究了他们的战略规划文本，分 别考察了不同大学同一时期战略规划内容异同点，和同一所大学不同时 期战略规划的延续与变化。通过分析比较，作者发现六所大学的战略规 划结构清晰、重点突出；各校对自身有较好的认识与定位，战略规划个 性鲜明；规划能较好反映环境变化。同一时期不同学校战略规划主要受 大学自身基础与传统、大学的组织和特性及高等教育外部环境的影响。 同一学校不同时期的规划随大学自身的发展及外部环境变化而变化，同 时延续本校的一些基本使命和传统。基于以上研究，笔者从战略规划制 iii 定的客观必要性、战略规划制定的指导原则及战略规划文本的具体内容 三方面，对我国研究型大学战略规划制定进行了思考。 关键词：美国研究型大学，战略规划研究 iv A STUDY ON THE STRATEGIC PLANS OF SIX AMERICAN RESEARCH UNIVERSITIES ABSTRACT Along with the great changes in the international and domestic environment, the competition among universities is increasing. Strategic planning is one of the very important ways to help universities identify their strategic goals and develop suitable and feasible strategies therefore enhance their core competitiveness. Research university is an important indicator of the level of one nation’s higher education and its scientific research. China is planning to become an innovation-oriented country in 2020, so we must strengthen our research university building, and to that end, research universities need to develop strategic plans that can meet their own specific development needs as much as possible. American University strategic planning process started early, and has formed a number of mature experiences, so the author selects six different types of universities from the three levels of American research universities, two of each level.
