保定市房地产市场现状分析以及其调控措施的研究.pdf

摘 要 摘 要 从 1998 年商品房改革以来的 12 年间,我国房地产市场经历了一个快速发展的时 期。房地产市场的蓬勃兴起为我国经济的高速增长做出了巨大的贡献,同时房地产的快 速发展也导致了各地房价的非理性上涨。 房地产价格的非理性增长是指房地产价格脱离市场基础条件持续上扬的状况。目 前我国的许多大城市,例如:北京、深圳等房地产价格出现虚高的现象。房地产价格的 非理性增长,主要是由供求关系引起的,但也与中国房地产市场的混乱,一些人的投机 行为有关。 房地产价格的非理性上涨不仅给房地产市场的健康发展带来风险,而且给城市居 民带来了住房困难的问题。房地产价格持续上涨已经成为影响我国社会经济正常运行的 突出问题,成为影响社会和谐稳定的重要因素。市场调节的盲目性要求政府要加强宏观 调控。从中央到地方,各级政府都在陆续出台相关政策,对房地产市场进行规范管理, 然而由于种种原因,政策调节的效果未能完全达到预期。本文从房地产市场的发展及政 府的调控政策开始,以保定为例,分析了房地产市场的现状,总结出房地产价格非理性 上涨的根本原因和直接原因,阐述了房地产价格持续非理性上涨对社会经济造成的影 响,指出市场调节的缺陷性以及政府调控的必要性,并针对如何实现保定市房地产的健 康发展,从金融政策、财税政策、法律手段等方面总结了一些措施。 关键词 价格理论 非理性上涨 调控措施 I Abstract Abstract From 1998, commodity house has reformed in twelve years, Chinas real estate market experienced a rapid development period. Real estate market booming rise has made great contribution to China’s economic growth, simultaneously it led to a rising house prices across the irrational. Irrational growth in real estate prices means that the market price of real estate gets out of the basic conditions for continued growth in the situation. Several major cities in China such as: Beijing,Shenzhen and other cities’ real estate prices grow up seriously. Real estate prices in the irrational growing mainly due to supplied and demanded condition, but also with the confusional Chinese real estate market ,opportunistic behavior of some people. The irrational growth in real estate prices not only give the real estate market risk for healthy development, and lead more and more difficulties to the city residents for buying the housing.
