我国城市居民供水政府规制研究 提供理论基础。在第三部分通过对我国城市居民供水政府规制的现状分析基础 上，找出我国城市居民供水政府规制改革的难点。最后，通过对英国、法国、美 国城市居民供水政府规制的成功实践进行总结、借鉴的基础上，针对加强我国城 市居民供水政府规制改革提出建议与对策。因此，我国城市居民供水政府规制既 不是无限度的放松，也不是一味的严格规制。而是针对不同的领域采用不同的规 制手段、方式，从而保证我国城市居民供水改革的稳步推进，保障我国经济、社 会的持续、健康、稳定发展。 关键词：自然垄断；市场化；城市居民供水；政府规制； 2 我国城市居民供水政府规制研究 The study on Government Regulation of Chinese urban civilian water supply industry Abstract Urban civilian water supply represents a critical industry that closely links with residents’ daily life and production and also affects, socially and economically, the development of China. The document Renovation of urban water supply facilities in China, construction of the 12th Five-Year Plan and the 2020 vision”, issued by Ministry of Housing and Urban-Rural Development of the People’s Republic of China and National Development and Reform Commission on May 25, 2012, demonstrates that it is urgent to reform and develop this industry. In past years, our government solely invested and operated this industry, which had made water supply suffer from low prices, costly subsidiaries and poor services. These problems had damaged residents’ interests and hampered social and economic development. Whereas, currently, this industry, that used to be monopolized, starts opening up. As many issues may be raised due to the change of its investors during market-oriented reforms, our government is required to regulate water supply industry. And government regulation shall cover investors, prices offered by suppliers and the quality of water to be supplied by the suppliers.
