2 基层政府在服务业发展中的职能定位——以苏州市姑苏区为例 中文摘要 中文摘要 服务业的繁荣发展是当代经济的基本特征，也是衡量一个国家和地区经济发 展水平的重要标志。从国际国内形势看，欧美等西方发达国家服务业发展水平较 高，而我国服务业增加值及从业人员数量占比相对较低，因此，从中央政府到地 方政府都非常重视服务业发展对经济结构调整及产业水平提升的重要意义。 作为社会公共主体的一部分，基层政府在现代经济的培育和服务业的发展中 同样起着不可替代的作用。除了承担经济、政治、社会、文化等政府职能外，基 层政府在服务业发展中更侧重引导、规范、协调和服务功能的履行。而事实上， 基层政府在经济发展中或多或少存在着“缺位”、“越位”、“错位”等问题，一定 程度上制约了地方服务业的快速发展。因此，基层政府对自身职能的清晰把握， 合理定位至关重要。 本文以新公共服务理论为指导，综合学术界在政府职能研究方面的成果，把 苏州市姑苏区政府作为研究案例，描述了姑苏区服务业发展规模、内部结构、发 展水平等现状，总结了姑苏区政府在发展服务业过程中的措施，归纳了基层政府 发展服务业的职能。同时，借鉴了曼哈顿、香港、上海等服务业较发达地区政府 的经验，提出基层政府应该健全机制、规划引导、政策扶持、优化空间、创造环 境等进一步完善职能的若干建议，以期在理论和实践上更好的完善政府职能，提 升经济社会发展水平。 关键词：基层政府；服务业；政府职能 作 者：张 燕 指导教师：钱玉英 教授 I 英文摘要 基层政府在服务业发展中的职能定位——以苏州市姑苏区为例 The local government function positioning in promoting development of the service industry ——Taking Gusu District of Suzhou city as an example Abstract The prosperity and development of service industry is the basic characteristic of the modern economy,but also an important indicator to measure the level of economic developmentof a country or a region.From the international and domestic situation,the service industry of western developed country is higher than developing country .the level of service industry in China is lower.therefore,from the central government to the local governments have pay attention to the development of service industry.
