The study of citizen participation in local government performance evaluation A Dissertation Submitted for the Degree of Master Candidate：Ma Qiang Supervisor：Vice Prof. Lv Hongqiang Chang’an University, Xi’an, China 万方数据 万方数据 摘 要 地方政府绩效评估中引入公民参与已成为当代世界各国行政发展的一个最显著特 点。我国地方政府绩效评估正开始从“政府主导—自我评估”的单一模式，逐步向“政 府主导—公民参与”的多元模式转变。在这过程当中，研究地方政府绩效评估中公民参 与问题，有着理论与实践的双重意义。 本文在充分肯定公民参与作为地方政府绩效评估的重要环节，是提高地方政府绩效 的基本途径的基础上，运用理论分析与文献分析、历史研究与比较分析、系统分析与因 素分析相结合的方法，系统分析了地方政府绩效评估中公民参与的基本内涵和发展现 状，总结了当前地方政府绩效评估中公民参与存在的问题，即参与范围狭窄、参与制度 不健全、公民参与动力不足、缺乏组织力量。同时从主体、客体、制度、环境四个视角 论述了当前我国公民参与地方政府绩效评估的影响因素。最后，借鉴发达国家公民参与 地方政府绩效评估的实践和经验，提出完善我国地方政府绩效评估中公民参与的基本途 径，即提高公民参与的素质和能力、改善公民参与的客体条件、保障公民参与的制度供 给、优化公民参与的外部环境。 通过上述分析得出结论：公民参与地方政府绩效评估建设，是一项系统的工程、一 个渐进的过程，我们要有“国际化的视野，本土化的行动”，以最终实现公民参与评估 由“政府主导”走向“社会主导”。 关键字：地方政府；公民参与；绩效评估；影响因素 I 万方数据 Abstract Introducing citizen participation in local government performance evaluation has become one of the most significant in the development of contemporary world administrative characteristics.
